Could babies be behind bars in Kansas?
For the past 12 years, officials at the Topeka Correctional Facility have been fighting to get a nursery in the prison so mothers who give birth in prison and their babies can get critical bonding within the first 18 months of life.
However, budget woes and finding grants has proven to be difficult.
