Heavy rain moves in tonight

Mostly cloudy with periods of rain, becoming heavy late tonight. Lows in the lower 40s with east wind 10-20mph.

Off and on rain throughout Friday with highs in the middle to upper 40s. East wind 10-20mph will make it a cold rain coming down. Rain totals up to 2" by late Friday.

Continued showers on Saturday with rain changing to snow from northwest to southeast. Several inches of snow for the northwestern counties of Cloud, Marshall and Washington with lesser amounts in adjacent counties. Light snow south toward I-70 with only minor accumulation by late Saturday.

Topeka council delays utility rate vote
If the council eventually chooses to approve the utility increases, water and sewer rates will increase by 3 and 4 percent, respectively, each year until 2015. Stormwater rates will increase at an average of about 5.5 percent for the next three years.
