Strong winds blow through tonight

Temperatures will fall into the lower 30s with gusty northwest winds 20-40mph diminishing to 10-20 after midnight.

Partly cloudy and breezy on Friday. Winds will be from the northwest at 10-20mph. Highs rebounding into the middle to upper 40s across the area.

By Saturday, the winds will relax early only to increase by Saturday afternoon and for the rest of the weekend. Highs return to the middle to upper 50s by the weekend, as well.

Topeka council delays utility rate vote
If the council eventually chooses to approve the utility increases, water and sewer rates will increase by 3 and 4 percent, respectively, each year until 2015. Stormwater rates will increase at an average of about 5.5 percent for the next three years.
