Legislative leaders have proposed a new plan for allowing two coal-fired power plants in southwest Kansas.

They're describing it as their last offer to Gov. Kathleen Sebelius in hopes of finding a compromise. Sebelius has vetoed two bills to allow Sunflower Electric Power Corp. to build the two plants outside Holcomb in Finney County. Both measures stripped some power from the secretary of health and environment, who has blocked the project.

The legislators' new plan was developed with electric cooperatives. It would still allow two plants, but they would be smaller than the ones proposed by Sunflower. Also, lawmakers would accept a more aggressive target for promoting energy from renewable resources, such as wind.
