Man Told He Didn't Win License Plate Contest After All; Topeka Man Wins

The Kansas Department of Revenue says it made "a huge mistake" when it told the wrong man he had won a contest to redesign the state's personalized license plates.

For a few hours Wednesday, Bill Weaver of Salina believed his entry of a silhouetted windmill had been chosen from five finalists to be the new design for the plates. Hours later the Revenue Department notified Weaver that his entry had actually come in third in public votes cast by mail or over the Internet.

The winner was actually Rick Moon of Topeka, who featured a sunset, a windmill, the state seal and the words "America's Heartland."

A spokeswoman for the Department of Revenue blamed the error on an office staff member.
