Governor Signs Funeral Picketing Legislation
The home state of a pastor and his followers who protest military across the U-S now has a law regulating how close they can be at funerals.
Kansas Governor Sebelius signed the legislation, but it won't take effect until a court rules it's constitutional. During a Statehouse ceremony Thursday, Sebelius says it's "disgraceful" to disrupt a funeral, calling the practice of Topeka minister Fred Phelps and his members "reprehensible." The measure has the legal novelty of not taking effect until the Kansas Supreme Court or a federal court upholds it as constitutional. That provision is designed to lessen concerns that Phelps and his followers from Westboro Baptist Church would file a legal challenge, win and collect attorney fees from the state. The new law says protesters can't be within 150 feet of a funeral one hour before, during or two hours after the end of the service. |
